Thomas was born and raised in Flint, Michigan. He received his Bachelor of Arts in Business Administration and Doctor of Philosophy in Education from the University of Michigan.
On June 14, 1968, Tom married Marilyn Alice Barone, whom he had met at the UNiversity of Michigan. Marilyn earned her Bachelor and Master of Arts from the School of Fine Arts in Education there. Marilyn is the daughter of Dr. and Mrs. C. Gerald Barone of Birmingham, Michigan.
Tom and Marilyn both were teachers in the Flint City School District. Tom then served briefly as a high school principal, worked for two years as an educational advisor for a Michigan State senator. Tom is presently an educational advisor for a United States Congressman where they are living in Washington, D. C. (1976).
